| Why did Glasgow City
Council opt to use PPP? Following the Councils report Raising Standards, Modernising Comprehensive Secondary Education in Glasgow issued in 1997 Glasgow City Council chose to finance the Glasgow Secondary Schools Project using Public Private Finance (PPP) because it presented the most efficient, and was considered the only way of completely upgrading Glasgows secondary school within the tight timescales required. Had the Council used conventional procurement methods it would have taken about 25 years to invest the amount of money that the Council planned to invest over just two years through PPP. PPP also offered significant value for money benefits in this project, most particularly in that 3ED was able to deliver 12 new school buildings when the original brief issued by the Council stipulated that two new schools should be built within the budget. |
