3ED is a
single purpose company whose shareholders are Bank of Scotland, John Laing plc and Trillium PPP Investment Partners.
3ED delivers the Glasgow Schools Project on behalf of Glasgow City Council.
Our key purpose is to create and maintain a first class secondary school estate
in Glasgow. Serving Glasgows 29 secondary schools and a pupil population
of 30,000, 3EDs focus is to give pupils and teachers the best possible
resources and facilities for work and play by providing a first class learning
and teaching environment. We are committed to delivering an excellent service
to Glasgow City Council and every school.
Our Role
Our initial responsibility was to design, build and refurbish Glasgows
secondary school estate. With the construction phase substantially completed
by 2002, our role has developed into the operational phase, which, with the
overall outcome to make buildings safe and available for school use, includes
the provision of a 24/7 facilities management service, and maintenance and
upgrading of ICT equipment. We also provide the Energy requirements (Electricity
and Gas) to all of the schools.
History
3ED was established in 1998 to bid for the Glasgow Secondary Schools Project
Project 2002 and was awarded the contract by Glasgow City Council in
2000. Project 2002 is still the biggest education public private partnership
(PPP) project in the UK.
Finance
3EDs initial investment was £225m to build or refurbish each school.
In addition £15m was invested in the initial provision of up to the
minute ICT equipment. Glasgow City Council pays approximately £41m per
year for 3EDs services on the basis that we meet stringent performance
targets, over the projects 30 year life.
Subcontractors
Initial construction work is undertaken by the Amey Miller Construction Joint
Venture (a 50:50 partnership between Amey
Construction and Miller Construction), who are also responsible for the long term lifecycle replacement
of these assets. Amey BPO Services Ltd delivers facilities management services
which includes buildings and grounds maintenance, energy management, janitorial,
cleaning and security services.Mitel (with support from Hewlett Packard) provides and maintains the ICT in each
school.
